About Us

Bamaga Enterprises Ltd (BEL) is an independent, not-for-profit, Indigenous community-owned public company limited by guarantee. BEL has a membership structure that ensures profits generated through its commercial enterprises are retained within the community and reinvested to support community development, infrastructure, employment, education and other community priorities.

BEL holds Public Benevolent Institution (PBI) status, reflecting its commitment to assisting people experiencing disadvantage and those in necessitous circumstances, including through community support and development initiatives. BEL is also endorsed as income tax exempt by the Australian Taxation Office.

As a public company and registered not for profit organisation, BEL operates under strong corporate governance and financial accountability requirements. The organisation is subject to an annual independent external audit, with its financial reporting and relevant information lodged with the Australian Charities and Not-for-profits Commission (ACNC) as required.

History and Purpose

BEL was incorporated in April 2002 with the purpose of establishing a commercially focused management structure capable of applying sound business skills, expertise and governance to the operation of community owned enterprises.

The underlying objective was to maximise the commercial performance and profitability of BEL’s businesses so that greater financial resources could be generated and reinvested into projects, services, people and infrastructure that benefit the wider community.

Over time, BEL has developed into a significant Indigenous community owned enterprise, operating a diverse portfolio of businesses while maintaining its fundamental purpose of generating sustainable economic and social benefits for the Northern Peninsula Area.

Membership and Governance

BEL is governed by a Board of Directors elected by its members at the Annual General Meeting on a four year election cycle.

The membership structure recognises the importance of both commercial capability and community knowledge in the governance of a community owned organisation.

To be eligible for membership, an individual must meet BEL’s constitutional requirements, including having lived within the Bamaga community for a minimum of five years.

Eligible members may apply for membership reflecting their particular skills, experience and contribution, including:

Business Membership – recognising business, commercial or managerial experience and expertise; and
Social Membership – recognising cultural knowledge, community experience and social understanding.

This structure enables BEL’s governance to draw on both the commercial expertise required to operate successful businesses and the cultural and community knowledge necessary to ensure that those businesses continue to serve the interests of the people they were established to benefit.

Community Purpose

BEL’s commercial success is ultimately a means to achieve its broader community purpose. The organisation seeks to create sustainable employment, build local capability, support community initiatives and reinvest profits into projects and activities that deliver long term benefits for the people of the Northern Peninsula Area. This combination of commercial enterprise, strong governance, Indigenous ownership and community reinvestment is central to the BEL model.
